Cooley denied homestead exemptions to those who do not speak English.  Homeowners must swear to the accuracy of information about their property.  Cooley says he cannot vouch for the accuracy of the oath if it is not taken in English, even if an interpreter is present.  The Southern Poverty Law Center filed suit against Cooley.  (6/6/97 Dallas Morning News, p. 10A)
